Who qualifies

Affordable housing developers applying together with their transportation and public partners. AHSC funds infill affordable housing plus the transportation improvements around it, so a charging project cannot apply on its own.

How EV charging fits this program

EV charging is one cost line inside a larger AHSC application, typically within the project's sustainable transportation infrastructure budget. It helps an application only as part of the greenhouse gas reduction story. If you need chargers funded on their own, use the programs listed under "What to use instead".

Amounts

AHSC awards loans and grants per project under the round's guidelines. There is no per-charger amount. Check the Round 10 guidelines for the caps on each cost category.

How to apply, step by step

  1. Read the Round 10 guidelines and NOFA on the SGC AHSC page.
  2. Line up the housing, transportation and public partners; the application is a joint project.
  3. Put charging in the budget category the guidelines allow and tie it to the greenhouse gas reduction score.
  4. Watch SGC for the Round 11 NOFA. HCD takes questions at AHSC@hcd.ca.gov.

How it pays

Loans + grants. Application scored on GHG reductions; EV chargers funded as one element within broader infill housing project (typically Sustainable Transportation Infrastructure component, capped per project).

Who qualifies

Affordable housing developer must partner with transit/active transportation agency and provide partnership letter. Annual NOFA cycle. Typically only viable as element of larger AHSC project, not as standalone EV charging grant.
