Database changelog
Every monthly refresh, recorded in plain language. Programs added, removed, or changed status. Updates land on the first Monday of each month.
May 2026 - Initial publication
Database goes live with 154 active programs across 6 tiers (federal, state, regional, utility, county, city) and 6 funding mechanisms (cash rebate, tax credit, competitive grant, make-ready, voucher, fee waiver / expedited permit).
Highlights of what's in the v1 dataset:
- Confirmed CALeVIP 1.0 regional projects (Bay Area Incentive, Alameda County, Peninsula-Silicon Valley, Central Coast) are fully closed. CALeVIP 2.0 is the active framework.
- Confirmed SDG&E Power Your Drive for Apartments and Workplaces are closed to new applications. San Diego currently relies on federal §30C plus SDAPCD for charger funding.
- Confirmed Liberty Utilities Tahoe rebate sunset end of 2025. Removed from the active list. South Lake Tahoe ZIPs now show federal + adjacent PG&E programs.
- Tagged the federal §30C credit with its 2026-06-30 termination date per the One Big Beautiful Bill Act (OBBBA). The site auto-filters §30C from the active list after that date.
- 27 high-traffic programs got hand-written summaries in the EVgpo voice. Remaining 127 programs got auto-generated summaries from structured data - flagged for editorial review on next refresh.
- Property type taxonomy split: "commercial" (overlapping ambiguous category) replaced with separate Workplace and Public Access types. School / Government added as a distinct type.
Coverage details:
- 7 federal programs (§30C, CFI Community, CFI Corridor, NEVI, USDA REAP, DOE SEP, §48E ITC for storage)
- 23 California state programs (CALeVIP 2.0 family, EnergIIZE family, Carl Moyer, REACH, HCD AHSC/IIG/MHP/TOD, IBank, LCFS, SGIP, others)
- 28 regional air-quality agencies represented (BAAQMD, SCAQMD, SJVAPCD, SDAPCD, SMAQMD, MBARD, MDAQMD, AVAQMD, plus 20 county-level districts)
- 52 utility programs (3 IOUs, 14 CCAs, plus municipal utilities and rural co-ops)
- 15 county programs and 27 city programs (including permit fee waivers and expedited permitting)
July 2026 - Targeted verification pass
Re-verified the 8 programs flagged Verify Before Applying directly against their administering agencies. Live database moves from 154 to 150 active programs.
- CALeVIP 2.0 Golden State Priority Project (Northern & Southern) - closed. The Sept–Dec 2023 application window and its waitlist period have both expired; CALeVIP now directs DCFC applicants to the Fast Charge California Project (FCCP) Window 2 (2026) and Window 3 (2027) instead.
- CALeVIP 2.0 Golden State Priority Project (Eastern & Central) - closed, for the same reason.
- City of West Sacramento Plug-In Partnership - closed. The one-time 2018 SACOG grant that funded this program has been fully deployed; no open application path for new commercial applicants.
- Redwood Coast Energy Authority "Commercial EV Rebate" - removed. Confirmed this is a $2,000 vehicle-purchase rebate, not a charging-infrastructure program - out of scope for this database.
- CEC Medium- and Heavy-Duty ZEV Port Infrastructure Block Grant (GFO-24-610) - moved to Between Rounds. CEC paused the solicitation July 2025 for requirement changes; Addendum 9 issued January 2026, not yet reopened.
- Placer County APCD - moved to Active. Confirmed a real annual Clean Air Grant Program (up to $3M program-wide, EV charging eligible); most recent window closed May 31, 2026.
- EnergIIZE Jump Start and Siskiyou County APCD - remain flagged Verify Before Applying. No confirmed current-cycle status for either; both need a direct check next refresh.
Also confirmed the federal §30C sunset (June 30, 2026) is handled automatically - the site hides §30C from live results client-side for anyone browsing after that date, no manual data change required.
September 2026: Full re-verification pass
Every one of the 150 programs in the database was checked against its administering agency's own website on September 25, 2026. This was the first full pass since May 2026.
- 147 programs verified against an official source: 52 confirmed unchanged, 77 updated (status, deadlines, dollar amounts, eligibility or links), 18 newly marked closed.
- 3 programs could not be confirmed (Lake County AQMD, Turlock Irrigation District, City of Healdsburg). Their details are unchanged and flagged low confidence until we reach the agency.
- Status mix now: 92 active, 33 between rounds, 2 upcoming, 1 waitlist, 3 verify before applying, and 19 closed. The live list now shows 131 programs that are open, between rounds or upcoming.
The biggest changes:
- PG&E EV Charge 2 (multifamily and small business) reached full subscription and no longer accepts applications. PG&E EV Fleet is also closed.
- SCE Charge Ready (Infrastructure & Rebate, New Construction, Small Site) and Charge Ready Transport stopped taking applications. The Charge Ready portal closed June 30, 2026.
- CALeVIP 1.0 regional projects are closed statewide as of June 2026, including the Alameda County, Southern California L2, San Jose and Northern California projects. Communities in Charge Wave 5 is announced as coming soon with no dates yet.
- LADWP Charge Up LA! moved to between rounds. Open enrollment ended and FY2026-27 funds are shown as pending release.
- Federal: NEVI's 2026 application windows closed in May and June, and USDA paused REAP grant applications in April 2026 while it rewrites its rules. CFI still has no date for its next funding notice.
- County of San Diego Public EV Charger Incentive Pilot is now open (Round 1 runs June 25 to October 23, 2026), a meaningful new option for unincorporated San Diego County.
- SJVAPCD Charge Up! is open with corrected amounts ($5,000 or $6,000 per L2 station, $25,000 per DCFC). Burbank Lead the Charge amounts were corrected to up to $7,500 per L2 station and $20,000 per DCFC.
- Many air-district programs moved from active to between rounds because their 2025 or 2026 windows have passed (SMAQMD, SDAPCD, SCAQMD Carl Moyer, Yolo-Solano, Placer, Mojave Desert, and others). HCD AHSC, MHP and IIG and the 2026 CTCAC rounds are also between rounds.
- Several entries were corrected in scope: Peninsula Clean Energy is now WestLight Energy, Santa Barbara Clean Energy's program is Charge Up SB, and a few summaries that described residential or vehicle programs as commercial charger rebates were rewritten.
- Closed programs keep their deep pages, now clearly marked closed, so older links still explain what happened.
September 26, 2026: Weekly check
- Roseville Electric commercial EV charger rebate is open again on its new page: $3,000 per new Level 2 charger handle, now capped at $20,000 per project (was $50,000). Funds are limited and first-come, first-served.
- Colton Electric: we now link the city's commercial charger rebate (up to $5,000 with a separate meter, $2,500 for a standard connection). The residential rebate is fully subscribed.
- Replaced dead or outdated links for 33 programs with each agency's current page.
September 29, 2026: Utility guides and corrections
- New utility guides for SCE, PG&E, SDG&E, LADWP and SMUD: what is open in each territory, what closed and what replaced it.
- Correction: NEVI is open. Our September 25 entry said NEVI's 2026 windows had closed. CEC's NEVI Solicitation 6 for community charging (GFO-25-603) is open until October 16, 2026. NEVI 4 and 5 are closed.
- LADWP: removed per-charger amounts we could not confirm on LADWP's pages. LADWP says the rebate is based on itemized eligible costs; per-charger caps for the next enrollment are not posted.
- PG&E EV Fleet: removed waitlist dates that are not on PG&E's page. The program is fully subscribed and closed.
- Added dates: HCD AHSC Round 10 awards on December 16, 2026; SCE Charge Ready New Construction window closed July 12, 2025; the Communities in Charge Wave 4 close date is listed differently by two CEC sources, so we now show both.
- The programs and regions pages now start with what is open, include a filterable table of every program, and a round calendar.
October 22, 2026: Site update
- NEVI Solicitation 6 (CEC, public DC fast charging) moved to between rounds. Its October 16, 2026 application deadline has passed.
- The homepage now lists every statewide and air district program accepting applications, and each program page opens with an "At a glance" summary of status, amounts, eligible sites, timing and the date we last verified it.
- A plain-text copy of the database for AI search tools is at /llms-full.txt.
October 5, 2026: Weekly check
- Eastern Kern APCD DMV Grant is open again: the 2027 round was released October 1, 2026, with up to $50,000 per project for Level 2 or DC fast charging at public, workplace or fleet sites. Proposals are due February 26, 2027.
- 3CE Electrify Your Ride Commercial posted its new rebates, effective October 1, 2026: 75% of a Level 2 project's cost up to $8,000 per site (up to $20,000 at multifamily housing), and 50% of a DC fast charger project up to $100,000. Applications for work done August 1, 2026 to September 30, 2027 are due by September 30, 2027.
- Replaced dead links for 10 programs with each agency's current page.
Next refresh: October 2026
Items to verify:
- The 3 unconfirmed programs above, plus the Santa Monica, Lassen MUD and Anaheim entries that need a direct agency answer
- Communities in Charge Wave 5 dates, CFI and GFO-24-610 successor rounds, and the USDA REAP rule rewrite
- LADWP FY2026-27 fund release
