GFO-24-610 ($40M, CA seaports/land ports of entry) was paused by CEC on 2025-07-01 for requirement refinements. Addendum 9 was issued 2026-01-27 with updated terms; solicitation had not reopened for applications as of this review. Check energy.ca.gov/funding-opportunities/solicitations for reopening.

- State + utility + regional + local: generally full stack across tiers. Same-tier programs serving the same port don't double-fund.
