Utility voucher for most commercial property types. Sonoma and Mendocino counties - SCP service territory.

How it pays
Up to 4 free L2 chargers per workplace/MUH/free public site, OR up to 15 chargers for fleet sites. Recipient pays installation, internet, and software fees. Hardware contributed by SCP (typically networked L2). First-come, first-served starting July 1 each year.
DAC bonus available. Projects in state-designated low-income or environmental-justice areas qualify for a higher rebate amount on this program.
Who qualifies
SCP customer. Eligible organizations: municipal governments, 501(c)(3) nonprofits, commercial property owners in low-income areas, and affordable rental housing owners. Public sites must be free to charge. Chargers must be enrolled in SCP Rewards within 4 months and kept operational at least five years. Fleet sites max 15 chargers.

How to apply
How this stacks with other programs
Utility programs typically stack with utility, regional (air district), state, and city/county programs on the same project. The general California stacking rules:
- Federal §30C tax credit: ended for chargers placed in service after June 30, 2026. Projects placed in service on or before that date may still claim it; new projects should plan without it.
- Federal grants (CFI, REAP, NEVI): not stackable with other federal grants on the same port.
- State + utility + regional + local: generally full stack across tiers. Same-tier programs serving the same port don't double-fund.
