Clean Power Alliance — CALeVIP Southern California L2 (Ventura County) + EV SmartCharge
Utility cash rebate up to $6K per L2 port for most commercial property types. CPA service territory: 35 cities in LA and Ventura counties.
How it pays
Up to $6,000 per L2 port via CALeVIP Southern California L2 in LA County (CPA-funded). Higher amounts for DAC/low-income and MUH. Min 60% in DAC/low-income. Separately, EV SmartCharge program (managed-charging app, launched Jan 2025) does dynamic pricing for residential drivers — no charger rebate but operating-cost reduction.

How this stacks with other programs
Utility programs typically stack with utility, regional (air district), state, and city/county programs on the same project. The general California stacking rules:
- Federal §30C tax credit: stacks with state, utility, regional, and local cash rebates without offset. Stacks with federal grants only with basis offset (federal grant amount reduces §30C basis).
- Federal grants (CFI, REAP, NEVI): not stackable with other federal grants on the same port.
- State + utility + regional + local: generally full stack across tiers. Same-tier programs serving the same port don't double-fund.
